Between 2011 and 2015, The Department for International Development (DFID) supported nonhumanitarian water supply, sanitation and hygiene (WASH) activities benefiting an estimated 64,560,000 people in low and middle income countries eligible for Official Development Assistance.

Following this, Bangladesh was also chosen as one of the eligible countries and during that period, four major projects were implemented in Bangladesh namely BRAC SPA and UNICEF’s SHEWA B, CLP, and UPPR. Under the four projects in Bangladesh, 2,520,000 people gained sustainable acces to cleandrinking water sources and 6,320,000 people gained sustainable access to an improved sanitation facilities.

The main purpose of this assessment is to generate quality evidence about the outcomes of DFID’s

water and sanitation portfolio (2011-2015), assessing the sustainability of the water supply and sanitation services, and the effectiveness of the programmes with regard to targeting poor and vulnerable people.

The overall objective of this assessment is to generate quantitative and qualitative evidence about the outcomes of DFID’s WASH Portfolio (2011-2015), in particular addressing issues of sustainability and targeting, as these apply to domestic water supply and household sanitation in rural areas. The

assessment has three subsidiary objectives:

(1) To assess the availability and quality (completeness and reliability) of information relating to results achieved between 2011 and 2015

(2) To assess the sustainability of DFID funded rural water supply and sanitation services by establishing the proportion of people who still have access to water supply and sanitation facilities established with DFID funding between 2011 and 2015.

(3) To assess the underlying factors that have influenced sustainability and the extent that project interventions have engaged with and benefited poor and vulnerable people. Description of technical specialization provided by the firm:

NewVision’s appointed engineers/experts assisted JDI with topographic surveying. NVSL staff carry-out RTK based Topographic survey at the site. Based on the information provided by BEZA, the boundary line of the zone area to be confirmed and demarcated. Topographic Map to be prepared using the collected survey data. Alignment and position of buildings, Road, Ponds (major ones), and Structures will be demarcated using the satellite image and ArcGIS mapping. The grid spacing of 10m x 10m was used in the output topographic maps. We also prepared a high-resolution Digital Elevation Model (DEM) using the ArcGIS Spatial Analyst system for the proposed project site including contour line generation at an interval of 5 m. To conduct detail cartographical mapping (on the GIS platform) of surveyed data, elevation models (DEM) with existing land use, water bodies, and so on at a scale of 1:5000 was used.

The RTK based topographic team was deployed and fully supervised by the NVSL’s staff and day to day update and data checking was conducted as well. After getting the raw data from the field survey team, they were taken in digital format and clear the vogue data. After the pre-processing and post-processing of the dataset, they were mapped in ArcGIS 10.3 paid version software. The bathymetric survey was carried out in the sea part of the Bay of Bengal covering an area of about 2.0 km x 500 m. DGPS and Echo sounder was used in the bathymetric survey. A pre-set transect line was set where the survey would be carried out. These lines were configured in the HydroPro Software. During the survey, the boat (carrying survey equipment) was placed along the desired line with the help of data from DGPS on the helmsman monitor. The water depth was measured by a digital echo sounder. The data from the echo sounder and DGPS were integrated by a computer through HydroPro survey software. The water level was also recorded relative to the datum (MSL) by staff gauges (with a known gauge zero value) near the Bathy area. The depth level was visually inspected in the computer using HydroPro software. The depth reading was checked manually using a staff lowered from the side of the boat. The digital data was then processed to remove spikes or erroneous data using HydroPro software. The depth data was converted to a local datum (elevation in MSL) using synchronous water level data (from the fixed staff gauges) and exported in the ASCII file format. The dry area along the transects was surveyed by the conventional survey (fly levelling) and Total Station survey. Total Station was used in acquiring land levels along with positioning (UTM Coordinates) in bank slopes and beach area. In this connection, several control Points (x,y,z) were established on the site. The paper for the first subcontract reports on the appliance market, present degree of penetration and puts forth a projection of electricity consumption in the residential sector to 2030 based on household appliance ownership rates, parameterized according to econometric variables. Firstly, NVSL reported on the appliance market, present degree of penetration and puts forth a projection of electricity consumption in the residential sector to 2030 based on household appliance ownership rates, parameterized according to econometric variables.

Secondly, the ‘Development of EE&C Master Plan of Bangladesh’ measured the patterns of ownership of appliances and equipment and measured electricity consumption at the appliance level from different stakeholders. The report also presents the survey results of participants from various segments of society about the participants’ EE&C awareness and opinion on policy. The study area covers the coastal area of Southern Chittagong region in Chittagong and Cox’z Bazar district, including Kutubdia, Matarbari, Moheshkhali and Sonadia. 1. Base study on the port sector of Bangladesh

a) Information collection on the conditions of existing and under-development ports at Chittagong, Mongla, Payra, Pangaon and other river ports around Dhaka area

Below information shall be collected and summarized by the Consultant:

  • Length, depth and width of navigational channel

2. Study of Natural/Environmental conditions for the proposed deep sea ports location

The target location will be maximum 3 locations within the survey area and it will be instructed by the international port planning expert of the Joint Venture. Basically the study shall be based on the existing reports/data/documents but if necessary and instructed, site reconnaissance survey shall be done. The following information shall be summarized:

  • Climate and Oceanographic Condition (wind, wave, tide. tidal currents cyclone, surge, etc)
  • Geological condition including earthquake
  • Topographic and bathymetric condition
  • Hydrological condition (river flow, sedimentation, calmness of the target port area etc)
  • Natural environment (fauna and frora, ECA, important species etc)
  • Social environment (land use type, location and number of habitats etc)

3.3. Support on the pre-feasibility study including preliminary design of target deep sea port (industrial port as well as container port)

  • The target location will be maximum 3 locations within the survey area and it \\ ill be instructed by the international port planning expert of JICA Survey Team.
  • Investigation of availability of construction material such as reclamation soil/sand, stone, aggregate etc around the study area. With reference to the reclamation soil/sand, possibility of using the material from the hill in Moheshkhaki island could be one of the options. The investigation should include available area and amount of soil, type of soil, necessary permission of cutting the hill for construction purpose, the price of the land etc. In case the material from the hill is already being used as construction material, the type and capacity of equipment as well as the production rate shall also be investigated.
  • Produce the drawings as per the given instructions including port layout, navigational channel, typical structure drawings, access road and rail

To improve the nutrition level of children in the rural areas of Bagerhat District in Khulna division through providing training their parents on healthy food preparation with an easy recipe.  Description of technical specialization provided by the firm:

In Bagerhat, the agricultural activities are restricted due to land outflow and salt damage caused by riverbank erosion, and it is vulnerable to damage to lifestyle and eating habits. In the retrospect, the project was carried out on 3,000 children under the age of 5 as direct beneficiaries. The Alliance Forum Foundation (AFF) and JCF worked on this project to improve the nutrition of children under the age of 5 who belong to families of MF groups with various eating habits. The mothers and the children under the age of 5 were direct beneficiaries in Bagerhat District, the target area of the project, and the microfinance (MF) receivers. The activities were following: 

• Developing a questionnaire for the survey 

• Interviewed the focus group about breakfast, lunch, and dinner cooking / regular meals, fruit regular meals, milk and dairy products. 

• Designing data collection methods/approach, checklists, and other data collection tools 

• Submitted the study report

Completion date (month/year): 30th March, 2018 Narrative description of Project: To support Japanese companies enter the BOP/Volume Zone market by appointing Coordinator who has a local entity, either a corporation or individual, with extensive knowledge and network of contacts in the local market to help collect information, arrange visits and to respond to wide range of requirements which emerge at various stages of business development to further enhance their business opportunity. Description of technical specialization provided by the firm:

Provided support for individual companies and cases designated by JETRO. Duties and responsibilities include, but not limited to, the following:

a. Spot Survey: Conducted survey on specific market, regulation, business/living environment prescribed below as instructed by JETRO, by the date designated by JETRO. Conducting surveys regarding;

(i) Market prices of the products and services

(ii) Related legal regulations

(iii) Statics data

(iv) Others not listed above. The Contractor shall be requested to collect the relevant information upon JETRO’s request.

b. Identifying Potential Partners

(i) a. Identifying potential partners for Japanese company as directed by JETRO

 The Contractor, shall commence the search prescribed below immediately after receiving instruction from JETRO.

  • Preliminary survey on and identification of potential partners.
  • Identifying approximately 10 local potential partners/companies.
  • Acquiring feedback from potential partners in the local market regarding the products and services designated by JETRO.

(i) b. Acquiring feedback from potential partners in the local market regarding the products and services designated by JETRO.

  • Acceptability on the products and services: proposal and advices on the necessary product modification, suitability for market potential.
  • Affordability for the potential customers regarding the price.
  • Proposal and advices to set up and expand the sales channels.
  • Other information perceived necessary by potential partners.

(ii) Arranging meetings with potential partners as approved by JETRO

  • Taking appointments and preparing meetings
  • Attending meetings and reporting to JETRO
  • Arranging logistics such as accommodations, domestic transportation and interpreting for Japanese companies’ business trip.

c. Support for start-ups with test marketing

Arranging, implementing, support implementing and providing follow-ups on test marketing (focus group interviews, sampling surveys, etc.) by Japanese companies that has business ideas regarding a specific product, technology, or services.

d. Briefing on BOP/Volume Zone market for individual Japanese companies Provide information on the country to Japanese companies visiting the country, as designated by JETRO.

e. Preparation for JETRO staffs visit to the country.

This study examined the viability of a large commercial building that is going to build on top of an underground electric sub-station in Dhaka city. A regression-based forecasted model helped to work out future commercial rent and other associated parameters. Description of technical specialization provided by the firm:

NVSL provided services regarding the feasibility study to install the underground electric substations at Gulshan and Kawran Bazar in Dhaka, Bangladesh being sponsored by the local electric distributors with assistance of, among others, Japan International Cooperation Agency ( JICA) ; and additionally, NVSL provided the following services:

(a) To locate and introduce right local partner of JDC which acted as a local primary contractor for the Projects by, among others, procuring relevant regulatory permission, local labor force, machines and other equipment required to complete civil engineering works for the Projects in cooperation with JDC.

(b) To provide advisory assistance to JDC for the promotion of the collaboration with the Local Partner in the optimal manner toward the completion of the Projects.
