The objective of this study is to collect basic information for a new deep sea port development in Cox’z bazaar area and also to conduct basic study related to the development of a new deep sea port. The study area covers the coastal area of Southern Chittagong region in Chittagong and Cox’z Bazar district, including Kutubdia, Matarbari, Moheshkhali and Sonadia. 1. Base study on the port sector of Bangladesh

a) Information collection on the conditions of existing and under-development ports at Chittagong, Mongla, Payra, Pangaon and other river ports around Dhaka area

Below information shall be collected and summarized by the Consultant:

  • Length, depth and width of navigational channel
  • Berth length and depth
  • Terminal yard area
  • List of handling equipments and their conditions
  • Types of cargo handled and cargo volume statistics in the past 10 years
  • Volume and frequency of maintenance dredging works

  • Financial status of the port in the past 10 years

b) Information collection on the port development plans (Chittagong, Mongla)

c) Information collection necessary for the demand forecast for bulk and container cargoes including the review of Sonadia Port Feasibility Study

d) Analysis of transport capacity of existing road, rail and inland waterway between Chittagong and Dhaka or other major cities

e) Information collection on existing survey drawings (topographic and bathymetric maps) Information collection on existing natural and social environment around the survey area

g) Support in preparing the digital map/base drawings necessary for port planning

h) Study of possible vessel size for the new deep sea port based on the analysis of international shipping market

i) Review of Sonadia Port Development FS report with particular attention to the natural environment impact

2. Study of Natural/Environmental conditions for the proposed deep sea ports location

The target location will be maximum 3 locations within the survey area and it will be instructed by the international port planning expert of the Joint Venture. Basically the study shall be based on the existing reports/data/documents but if necessary and instructed, site reconnaissance survey shall be done. The following information shall be summarized:

  • Climate and Oceanographic Condition (wind, wave, tide. tidal currents cyclone, surge, etc)
  • Geological condition including earthquake
  • Topographic and bathymetric condition
  • Hydrological condition (river flow, sedimentation, calmness of the target port area etc)
  • Natural environment (fauna and frora, ECA, important species etc)
  • Social environment (land use type, location and number of habitats etc)

3.3. Support on the pre-feasibility study including preliminary design of target deep sea port (industrial port as well as container port)

  • The target location will be maximum 3 locations within the survey area and it \\ ill be instructed by the international port planning expert of JICA Survey Team.
  • Investigation of availability of construction material such as reclamation soil/sand, stone, aggregate etc around the study area. With reference to the reclamation soil/sand, possibility of using the material from the hill in Moheshkhaki island could be one of the options. The investigation should include available area and amount of soil, type of soil, necessary permission of cutting the hill for construction purpose, the price of the land etc. In case the material from the hill is already being used as construction material, the type and capacity of equipment as well as the production rate shall also be investigated.
  • Produce the drawings as per the given instructions including port layout, navigational channel, typical structure drawings, access road and rail

The OFCT project study is the first study that took place in Bangladesh. The main focus of the study was to use the inland river route for different types of transportation, especially cargo and other water vehicles. That’s why J-DeEP assigned NVSL to do that study. The focus of the study was to investigate the logistics network using the J-DeEP proposed Offshore Floating Container Terminal (OFCT) Structure from the Bay of Bengal to the final destination. Initially, the tasks were divided into four sections: i) market demand analysis and forecasts up to 2040, (ii) legitimate condition analysis, (iii) probable location selection of three different sites considering different kinds of meteorological, hydrological, and other ocean factors. The following tasks were completed under the whole study by NVSL staff.  

  • Market demand analysis and forecasting of the OFCT; 
  • Initial site selection for the structure based on analysis of the different physical and forcing factors of the coastal zone;

JCS conducted business feasibility study in Bangladesh (in Dhaka and Chittagong) for approximately one year. In the initial stage, JCS intends to manufacture J-Drum in Japan and export to Bangladesh. In order to improve the quality and sustainability of service as well as its cost competitiveness, JCS assigned NVSL to conduct surveys for seeking qualified business partners in Bangladesh. Description of technical specialization provided by the firm:

General Tasks

  • Mobilization of survey works shall commence immediately after signing of the contract. 
  • Prepare a work plan for the all survey works within I week after mobilization. Work plan is subject to JCS’s approval.
  • Maintain close and regular communication through emails, phone calls, mobile communication apps, web-meetings.
  • Progress report meeting at least once in every 2 weeks through web-meeting.


Task 1: Marketing Survey
Task 1-1: Prepare a work plan for the marketing survey within 1 week after mobilization. Prepare a list of at least 100 companies/facilities in Dhaka city and adjacent areas, and 40 companies/facilities in Chittagong city who meet the criteria specified below within 3 weeks after mobilization.
Task 1-2: Visit and conduct interviews with approximately 30 companies, which will be selected from the long list by JCS. Questionnaire will be provided by JCS. Submit a draft report of the visited companies and facilities within 2 months after mobilization.Task 1-3: Coordinate and attend tele-meetings with the companies, which will be selected by JCS based on outcome of Task 1-1, Task 1-2. Assist JCS to obtain additional information by inquiring to the companies. Submit a Market survey report within 4 months after mobilization.

Task 2: Secondary Transfer Stations Survey
Task 2-1: Make or obtain a list and a map of Secondary Transfer Stations (STS) of Dhaka city (a list may be provided by DSCC, DNCC or ADB) and of Chittagong city. Prepare a work plan for the marketing survey within 1 week after mobilization. Should any permission from the municipalities be required, JCS shall communicate with relevant personnel of the municipalities for obtaining permission.
Task 2-2: For extended survey, NVSL coordinated JCS team’s visit to STSs in Dhaka and Chittagong (approximate total of 10 days). STSs will be selected by JCS based on the draft report prepared in Task 2-1. Schedule of JCS’s visit to Dhaka and Chittagong is yet to be determined due to Covid 19. In case JCS is unable to travel to Dhaka, NVSL performed the extended survey on behalf of JCS. NVSL conducted field survey using a questionnaire (provided by JCS), and recorded the visuals (video and photos) of the STSs. 

Task 2-3: Supplemental field visits to selected 5 to 10 STSs in Dhaka for obtaining additional and detailed information may be necessary. Additional survey work may include night visit to STSs. Findings from Task 2-2 as well as the additional visits performed in Task 2-3 shall be incorporated into the STS report. 2. Analyze whether the factors hindering the modernization of ship recycling methods are due to geographical restrictions, and consider countermeasures: In order to modernize the ship recycling method corresponding to these items, you are requested to collect information through on-site reconnaissance / interview surveys, viewing yard layout drawings, etc., and to identify what are the factors hindering modernization as geographical restrictions. And then Analyze and consider countermeasures. Summarize these in the following table to clarify the issues.

3. Investigate the actual conditions of 1) physical characteristics, 2) working environment, and 3) environmental measures of the ship recycling yards:

  • The following are what we have with regards to the ship recycling yards in Bangladesh as of the end of November 2018, on 1) physical characteristics, 2) working environment, and 3) environmental measures except for some improved yards. However, in this survey, you are expected to update this information by arranging the following surveys.
  • Remote site survey from japan using webcams and interview surveys with site supervisors,
  • Aerial survey using drone

4. Investigate ship recycling methods related to backward-linked industries: In addition to the interview survey targeting the roll mill factory and electric furnace factory (backward-linkage industry), you are requested to have interviews with cutting processing, pretreatment, and transportation companies as well in order to understand the ideal ship recycling methods in the course of the ship recycling as its value-chain.

5. Reconfirmed the procedure for current recycling methods: Investigated the method currently being practiced by interviewing related ministries and recyclers, taking into account the changes made by Bangladesh Ship Breaking Code 2018.
