Narrative description of Project:

This assignment aims to review the Cox’s Bazaar energy and electricity development activities under implementation and planning, check adequacy of the infrastructure from demand and supply context, identify opportunities to harmonize and align with various development priorities, recommend rational energy & electricity planning for the region from a holistic view. The assessment will highlight capacity development need and way forward to design the energy and electricity service delivery for the benefit of the end users in both the host communities and the refugee camps that contributes to climate resilience and mitigation.

Description of technical specialization provided by the firm: 

Scope of the assignment is the following

  • Assessment of Cox’s Bazaar energy /electricity infrastructure and service quality and take stock of energy/electricity projects in Cox’s Bazaar under development and planning. Identify gaps, challenges, and opportunities towards building a more green and resilient energy infrastructure.
  • Identify potential of Productive Use of Energy (PUE) to support more sustainable and resilient livelihood opportunities in Cox’s Bazaar taking into account the special geographical features, economic prospect, climate and refugee crisis context, and gender and diversity aspects.
  • Identify what type of support and action are needed by key players in Cox’s Bazaar for ensuring PUE by end users for livelihood generation, improved quality of life and enhanced gender and diversity.
  • Assess status of clean cooking coverage in Cox’s Bazaar, take stock of various options and initiatives in this regard and recommend on gap and opportunities towards 100% clean cooking coverage.
  • Take stock of energy intervention in Cox’s Bazaar refugee camps, assess the support needed going forward to enhance and ensure services and recommend options for improved operation and management of the current infrastructure. Special emphasis should be put on identifying any solutions that may benefit both the refugees and host communities.
